Pennsylvania. All taxes shall be uniform upon the same class of subjects within the territorial limits of the authority levying the tax and shall be levied and collected under general laws.

Michigan. The legislature shall provide by law a uniform rate of taxation except on property paying spe cinc taxes, and taxes shall be levied on such property as shall be prescribed by law.
