The Charter of 1643, not fully accepted by these settlements until 1647, confirmed and legalized the acts of. And consolidated the four private corporations into a public body, upon whom was conferred the powers of government; and the persons who had been admitted to the freedom of the private corporations were now made free of the public body, and had the power to admit others to the freedom of it.
