For a purpose is, in the first place, a principle Of limitation. It determines the end for which, and therefore the limits within which, an activity is to be carried on. It divides what is worth doing from what is not, and settles the scale upon which what is worth doing ought to be done. It is, in the second place, a principle Of unity, because it supplies a common end to which efforts can be directed, and submits interests, which would otherwise conflict, to the judgment Of an over-ruling Object. It is, in the third place, a principle Of apportionment or distribution.
