About the author GEORGE B. RUTKOWSKI has worked as a radio engineer and chief engineer in the commercial broadcast industry for several years. He has served as an electronic communications chief in the U.S. Army and as chief instructor at an electronics home study school. His technical writing experience includes manual preparation on computer-based testing of military weapons systems. Mr. Rutkowski organized and supervised a successful electronics curriculum for ETI Technical College, as well as managing the school's Continuing Education Department. A senior member of the Institute of Electrical and Electronics Engineers (IEEE), Mr. Rutkowski is a Registered Professional Engineer in the state of Ohio.
