The Constitution of the United States, framed in 1787, contains the following provis ions: Congress Shall have power to coin money, regulate the value thereof, and of for eign coin, and fix the standard of weights and measures. (sec. 8, Art. I). No state Shall coin money; emit bills of credit; make anything but gold and Silver coin a tender in payment of debts. (sec. 10, Art. I.)
