If the collection of the taxes due the State is liable to be arrested and almost indefinitely postponed by every recalcitrant taxpayer who does not agree with the law in regard to the method of assess ment or the amount of the tax, how can we calculate with any cer tainty that any moneys will be paid into the treasury for the support of the Government; and how can we be assured that, under such circumstances, the Government itself would long exist?
