In compliance with the requirements of law I have the honor to submit herewith my report of the transactions of this Office for the years 1941 and 1942. In addition to giving detailed statements of all transactions of the Office and a record of commissions issued, I am also making some suggestions with reference to needed legislation in the field in which this office is particularly interested or with reference to laws that this Office administers.
