Michael M. Cernea is the Senior Advisor for Social Policy and Sociology of the World Bank, in Washington, D.C. He has taught and lectured in many universities in Europe and the United States, is the recipient of the Solon T. Kimball Award for Public Policy and Applied Anthropology of the American Anthropological Association (1988), and was elected to the Academy of Sciences of Romania (1991). He has written several books and numerous studies on development, social change, population resettlement, rural organizations, diffusion of innovations. He is the editor and senior author of the volume Putting People First: Sociological Variable in Development (Oxford University Press, 1985 and 1991). E. Guggenheim has been an anthropologist at the World Bank since 1989. His interest in resettlement stems from his dissertation fieldwork on class politics in the northern Philippines. Working in what would have been the command area of the Chico River hydroelectric dams, he saw first-hand the conflict generated by development-caused resettlement.
