The final revision of the manuscript, the publication of which had been delayed for some time, and the correction of the proof devolved upon this Office, owing to the death of the author, July 30, 1898, after a prolonged illness. No important changes have been made in the text, and the bulletin appears as nearly in the form of the author's manuscript as possible.

This bulletin is transmitted with the recommendation that it be published as Bulletin No. 57 of this Office.
