Mr. Clarke called for the act presented by him in the morning.

Mr. Atwell said that as the House had expressed a wish to finish their business that evening, it would be better to take up the reports and dispose of them, they being in a form that would call forth no debate. These were also properly in order, as the act proposed by the gentlemen from Providence, had not been before the House for the period required by the rules.

Mr. Clarke hoped that this act would be taken up, and for that purpose he would move a suspension of the rules. The act which it sought to repeal, was one that in his view affected deeply the honor and dignity of the State and the independence of its legislation. He deemed it his duty to agitate this subject immediately, and much more so if the House was to adjourn fi nally that evening. It was a matter of the highest importance - during the period that he had been a member of that body, he had hardly known an act so important come up for discussion. He would give his reasons for pressing his motion, and the House might then decide upon the course they would pursue.
