Be it enacted by the General Assembly of the State of Ohio: Supplementary section 1. The sums set forth in section 2 herein for the purposes specified, are hereby appropriated out of any monies in the state treasury to the credit of the general rev nue fund, not otherwise appropriated. Section 2. The following sums shall be expended to pay liabilities incurred subsequent to January 1, 1921.
