DR JOE FALZON is Head of the Department of Banking and Finance at the University of Malta. He holds a Ph.D in Economics from Northwestern University, Evanston, Illinois. He was a Lecturer in Economics at Roosevelt University, Chicago (1983-4) and a Visiting Assistant Professor of Economics at Northwestern University (1985-86) and the University of Cincinnati (1986-87). Since 1988 he has served as a consultant to several Ministries of the Government of Malta. EDWARD P.M. GARDENER is Professor of Banking and Finance and Co-Director (with Professor Philip Molyneux) of the Institute of European Finance, University of Wales, Bangor. He is also a Visiting Professor at Queen Mary and Westfield College, the University of Gothenburg and the Swedish School of Economics (1997-98), Katholische Universitdtt (1998) and the University of Malta. He is co-author of Efficiency in European Banking, Investment Banking: Theory and Practice and The Future of Savings Banking in the Single Financial Market of the EU. He has published over 200 articles and papers on banking topics.
