Strategies for the advancement of economic development in the Third World are examined in this study, with special emphasis on government policies and the implications of alternative policy approaches for the social and material advancement of developing countries. The evaluation of each strategy is based on its performance as regards resource utilization and the level of income; savings; investment and growth; human capital formation; the role of the state; and participation, democracy and freedom. The strengths and weaknesses of each strategy are assessed and then compared. A former president of Magdalen College, Oxford, Keith Griffin has served as an adviser and consultant to governments and academic institutions in Asia, Africa and Latin America. He is the author of "The Political Economy of Agrarian Change", "International Inequality and National Poverty" and "World Hunger and the World Economy".
