A study of the various modes Of payment adopted in other places reveals the fact, that not one of them possesses such apparent and superior advantages over the system established in this city as to make its adoption here desirable, and renders it far more difficult to detect the faults in what may be termed the Providence plan. For this reason the committee of the last municipal year found it impossible to agree upon any changes, which could be reported to the city council as either desirable or necessary, and after a discussion of the matter at various meetings the members found themselves wider apart in their conclusions, than when they entered upon a consideration of the subject.
