The proportions of this treatise are very modest and its object very simple. To present it with an intro duction would be fatuous.

Nevertheless it is necessary, at the commencement, to make a declaration in relation to the end in view.

This declaration is, that there is no intention of disfiguring, or palliating, or attenuating the attitude of the Government of Chile, with the object of making it appear in situations that may entitle it to ask for consideration from the countries which triumphed in. The war, which has recently scourge'd half the world.
