Without valid size estimates, this process is likely to be highly inaccurate, leading to software that is delivered late and over budget. Control of software development requires a means to measure progress on the project and to perform after - the-fact evaluations of the project in order, for example, to evaluate the effectiveness of the tools and techniques employed on the project to improve productivity.
