M. Henri François Joseph de Régnier est né à Honfieur, le 28 décembre 1864, de Henri Chartes de Régnier et Thérèse du Bard de Curley. C'est un homme grand, maigre, un peu dégingandé. Il a le visage un peu coloré, des yeux gris, les pommettes saillantes, une bouche aux lèvres minces, surmontée d'une longue moustache tombante, le front déjà dégarni et le menton très accusé. Un monocle cercle son œil gauche, qu'il a faible. Ses mains sont remarquables par leur finesse. Il ne commence jamais un entretien sans d'abord assurer son monocle, la bouche ouverte, en haussant un peu la tête.
