Under the present system of local financing of public schools there are great and unnecessary inequalities in educational Opportunities. Some communities have excellent schools; others have poor schools. These uh democratic situations are the products of local conditions. Some of Colo rado's counties have ten times as much taxable wealth per pupil enrolled in schools as do other counties. It is apparent, consequently, that even if the county were the local unit for the complete support of education, which it is not, some counties would have to levy ten times as much taxes as others to pay for a comparable school program.

With such variations in amount of taxable wealth among the counties, it is obvious that only through the distribution of state aid can there be any equalization of educational Opportunity. It is hopeless to try to equalize educational conditions without it. For ten years the principle that the wealth of the state should support the children of the state has been recognized. In many American states equalization is already a reality, at least to the extent of a guaranteed minimum level of educational program. In a few states equalization is virtually complete for all communities at all levels of education; for example, in North Carolina and in Delaware.
