The address printed in this pamphlet is one of the 116 delivered at the 47 differ ent sessions of the forty-second National Conference of Charities and Correo tion, which was held at Baltimore for a week in May, 1915. This Conference is an outgrowth of the Social Science Association, and was originally a gathering of the few members of state boards of charities which were in existence in the '7o's. Its membership now represents every variety of social service activity, voluntary and governmental, and every shade of religious and social Opinion. Anyone interested in its objects is eligible for membership, and all members are entitled to its Bulletins and volumes of Proceedings.
