The cities chosen represented different types of economic development and varied considerably as to size, location, age and rate of growth. At least one city from each state was designated, the arrangement being designed to permit the comparison of data for cities of similar size and industrial activity in various parts of the country. For the New England area, the cities of Portland, Maine Nashua, New Hampshire; Burlington, Vermont; Worcester, Massachusetts; Providence, Rhode Island; and Waterbury, Connecticut, were chosen.

The schedule for recording data in the field was selected in collaboration with architects, economists.
