This report describes the work of the Institute of Medicine's Committee on the Methodological Challenges in HIV Prevention Trials that was formed at the request of the Bill & Melinda Gates Foundation in 2006 to address methodological challenges in late-stage nonvaccine biomedical HIV prevention trials, focusing on microbicide and pre-exposure prophylaxis trials. The report makes recommendations to improve the design, monitoring, and analysis of these trials. It does not address ethical issues, vaccine or mother-to-child transmission trials, or the role of risk reduction counseling.
