One of the largest examples of the US public-private partnerships, the program was founded in 1982 to encourage small business to develop new processes and products and to provide quality research in support of the many missions of the US government. An assessment of the program within each of the five executive agencies that provide 96% of its funding was requested by the US Congress as part of its 2000 reauthorization debate. This is one in the series of reports the request spawned. It pivots on two questions: how well the program within the Department of Energy meets the four societal objectives set out by Congress, and whether the agency's management of the program could be more effective.
