This text represents the findings of a committee convened by the Institute of Medicine and the National Research Council, under a directive from the U.S. Secretary of Defense, to carry out a study of the review and approval process for new medical countermeasures against biological warfare agents, in order to identify new approaches to accelerate that process and methods for ensuring that new countermeasures will be safe and effective. Based on six meetings of the committee between December 2002 and July 2003, the report contains major and second-order recommendations for improvements, brief background material on current Department of Defense programs to develop countermeasures, and the current status of biowarfare countermeasures.
