Since the 1960s, the National Institutes of Health has established centers where scientists and clinicians can work together to translate fundamental science to patient care for specific diseases, for example cancer. As more and more advocates requested such centers to investigate diseases they focused on, the Institutes and the US Congress, which finances it, asked for a study to help decide which diseases warranted additional financial support to establish Centers of Excellence.
