(Section Six, Deaf Organisations, The British Dead Association: The Voice of the Deaf Community) The BDA's formation came about more than a hundred years ago, as a result of adult Deaf people's concern over developments in deaf education. A resolution to exclude the use of sign languages in deaf schools throughout the world was passed by hearing teachers at the international Milan congress of 1880. In Britain, a Royal Commission into the education of deaf children in 1889 also failed to consult Deaf people, and the exclusion of sign language and Deaf teachers in deaf schools has continued for almost a century. The resultant fall in standards caused Deaf people to unite in defence of their own interests. The BDA remains a grass roots (illustrated sign) organisation committed to representing the views and rights of Deaf people, with the official recognition of BSL as one of its major objectives.
