For some years past I have been engaged on comprehensive preliminary studies in Napoleonic history. First of all I began with a collection of authorities for the history of the years 1789 to 1815, as there is no comprehensive Bibliography of that period although there are some excellent preliminary works.

In most of the older and in nearly all the most recent historical Bibliographies the principle of local limitation is adopted; the admission or exclusion of a work being decided according to its value for the history of a particular country. Thus is originated a Bibliography covering a long period of time but having a relatively limited sphere of historical life. But such a Bibliography cannot do justice to the close inter working of the history of all countries. Therefore when I conceived the idea of a great Bibliography of the period 1789 to 1815 I planned it on the principle of a limitation as to time and adopted that of local limitation only in a very restricted sense. It will, therefore, form a continuation and supplement to many Bibliographies and will give the biblio graphical results of work in hitherto untouched spheres.
