The cause of this is of no consequence: is all that we have to do with here; and that is undeniable. Then observe, that, though each of the great nations of Europe generally in sists that the treaties, to which it is a party, shallbe in its own language, or in Latin; yet, the French is, in spite of all the efi'orts that have been made to revent it, the universal language of negociations. Cw, indeed, comparatively g, sons employed in this way; ut, the which, or purposes connected with foreign commerce, it is necessary to be master or the French language, are by no means few, or of little importance.
