The present work is not a complete and exhaustive treatise. It neither gives a complete and exhaustive syllabus nor touches all the topics that require to be dealt in a complete treatise on the subject. Nothing has been said separately on the Psychology of the minds of the various classes of people engaged In the non-judicial administration of law. The Psychology of Legislation, is, in itself, a large subject; it has been only touched in this book. The Psychology of the mind of the people affected by judicial and non-judicial administra tion of law, is itself, also a large subject. The author confesses that this work is a very defective and incomplete work, and his only excuse is that it is his first endeavour on the subject.
