A heavy cloud of dust and smoke hung over the dump; the fumes of burning refuse commingling with the fine particles of earth stirred up by the rumbling city dirt carts, as if they would conceal from the eye of the passerby, the unsightly dumping ground set aside for the waste and refuse gathered from the highways and byways of the city. Down upon the almost impenetrable pall beat the relentless rays of the July sun, until the heat seemed to be rising in waves to keep the clouds of dust and smoke in constant commotion.
It was a forbidding place, to be shunned and avoided by all but the few employes of the street cleaning service, compelled to visit it with their carts laden with refuse to be cast away out of sight and out of reach of the daily round of city life.
