Down upon the almost impenetrable pall beat the relentless rays of the July sun, until the heat seemed to be rising in waves to keep the clouds of dust and smoke in constant commotion.

It was a forbidding place, to be shunned and avoided by all but the few employes of the street cleaning service, compelled to visit it with their carts laden with refuse to be cast away out of sight and out of reach of the daily round of city life.
