The importance, as well as the novelty of the concessions made to the interests of commerce in the present war, have induced me to endeavour to explain in a concise form their legal in order that the reader may the more readily comprehend the nature and extent of these conces sions, I have prefixed a summary of the rights of maritime war which had previously been both claimed and exercised by Great Britain.
