The first edition was, as stated on the Title-page and in th e Preface, prepared for the British Associ ation Committee, appointed at Exeter in 1 869 to report on the Treatment and Utilization of Sew age; it was published after the Report of that Committee had been read at Liverpool, and it was in no sense their Report, nor were they in any way responsible for its contents or bound by the conclusions arrived at; for whilst the facts brought forward rested on the authority of the documents quoted, the writer distinctly claimed for himself the sole responsibility for the com elusions drawn, and for the Opinions expressed.

It was, nevertheless, thought by some members of the Committee appointed at Liverpool in Sep tember 1870, that if the second edition were published under the auspices of the Committee they might be considered to be bound by the opinions and conclusions therein contained, or at any rate to have sanctioned them.
