The following compendium of Regulations, Decisions, and Circulars is prepared and published for the information and guidance of officers serving in the Quartermaster's Department.

The system of money accountability and property responsibility is simple and fully covered by regulations which should be carefully studied. All requirements shown on the face, and instructions on the backs of accounts current and returns, abstracts and vouchers, should be observed so as to avoid complications and delay in their examina tion and final settlement of money accounts by the auditor for the War Department.

Great care should be exercised in receiving and transferring prop erby before signing receipts and invoices. A careful inventory of arti cles, quantity, and amounts, and of its condition, should be taken before receiving or transferring property.
