The idea Of the book was partly suggested by a paragraph in the special report on the Session' 3 work made by the Police and Sanitary Committee on the sth August, 1904. The Committee there stated that they had sought to standardise all clauses which dealt with powers relating to police or sanitary regulations; and that they had no reason to doubt that the Bills Of next Session would be prepared with due regard to the precedents Of that Session.

I hope the present classification Of precedents may serve both as a convenient guide for the use of those engaged in the practical work Of legislation and as a record (possibly having some general interest) Of the lines on which local legislation is proceeding ln various directions.

The headings under which the several precedents are arranged differ in many cases, though not in all, from the marginal notes against the sections in the Acts themselves. I have, however, put in the early part Of the book a Table Of Acts which shows the wording Of the marginal notes Of all the sections contained in the eleven Acts and also shows, by reference to the numbers of the prece dents, which Of the sections are dealt with in the book and which are not. At the end Of each prece dent the name Of the Act in which it is contained is indicated by the name Of the town to which the Act relates, and the number Of the section is also given.
