At first Chinese alone were excluded. But the categories of ex cludables were swiftly expandedj In 1917, after three different Presidents had vetoed a similar measure, Congress enacted a literacy test for admission aimed at shutting 011 entry of the so-called new immigrants from southern and eastern Europe. The 1917 law also established the notorious Barred Zone provision, sealing ofi' im migration from most of the Orient. When, in turn, these devices were found insufficiently restrictive, they were supplemented by the rigid quota plans of 1921 and 1924 which represented the final hardening of a national anti-immigration mood into a national policy. The basic principles of the 1924 law without the Oriental exclusion provisions were re-enacted in the mccarran-walter Immi gration Act of 1952.
