In the preparation of the thesis on Child Accounting, it occurred to the author that something might be made out of the problem of organizing a definite agency or a series of coordinated agencies to promote a more scientific attitude and spirit in education in the Philip pine Islands. 'accordingly he has done something toward this end by accumulating all facts that might have any bearing on the problem. The author has speculated on this problem and has formulated tenta tive plans based on available facts collected.
