Uncertainty is the way of life in these environments. There is no equilibrium state, no meaningful average yields, no average rainfall. So we cannot speak of any ability of these ecosystems to return to a normal equilibrium state. Instead we must track resilience. Resilience determines the persistence of relationships within a system and is a measure of the ability of these systems to absorb change. Our goal in famine mitigation is not just to keep each famine we detect from happening, but to reduce vulnerability through increasing the resilience of ar-risk populations.
