It is true that the County shows backwardness in re form, that the recent movement that claims cities as the hope of democracy, has left in the forgotten background the County unit of government, that the so-called machine politician is found in evidence in County offices and County business; but it is also true that a large element in the County problem is the understanding of the voters. To many citizens the County exists as a mere boundary line, and this attitude has resulted in indifference to its complex functions and a lack of general interest that has brought f01th weak, inefficient, and, at times, dishonest government. To contribute to the understanding of County government, and to arouse the intelligent interest of the voters 1s the pur pose of this work.
