The inquiry that presents itself at the outset is, what is the License System? To this it may suffice to answer, that it is that part of human legislation which prohibits individuals from enga ging in certain occupations w1thout legal permission. In the pre sent essay, we confine our attention more especially to the system, as relating to the traffic m intoxicating drinks. Instead of this traffic being open to all who choose, the law takes cognizance of it, and requires of all who would engage in it, that they obtain a license, or legal sanction for that purpose. The license system is one that has long formed a part of British legislation, although it has been variously modified, and, even in almost allnations where intoxicating drinks are used, we find a part of their Statute Books appropriated to the regulation of their manufacture and sale.
