Nothing is so easy as to criticise our public school; criticism comes to it from friends and foes. But, setting aside the imten tions of both, they agree on one point - that, once sufficient for a limited number of children, it has become inadequate to the health-and-mind wants of the present youthful population. Let' us therefore substitute for that commonplace criticism an idea of a reconstructive character.

Of this character is the idea of garden-schools as you under stood it at once; that of the schooling of the masses being made more active, attractive, and practical by its transference to the Open air whenever it is possible.
