Yet the Filipinos have a right to call it war. They claim to be a people and to be fighting for their rights as a people. The Sena tor from Ohio [mn foraker] admits that there is a people there, although he says they are not one people, but there are several. But we can not be at war under the Constitution without an act of Congress.
