The Author of the Revrew wrote it by request, and with the expectation that it would be published with a reprint of the Essay in one volume; but before completing it, circumstances occurred which led the Reviewer to decline furnishing it for that purpose, and he concluded to let it be issued in its present form. This statement was deemed necessary to ex plain its appearance at all, and to account for some expressions to be'found in it, as also for not referring to the pages in the Essay from which the extracts are taken.
