No cxcufe, he faid, could por flbly he ofl'ered for fo raflt a mcafure as entrulling a fleet of that value to fo very poor and inadequate a convoy, when it was known that the French had two fevcnty-four gun (hips in that part of the world. Minifters would fay, the fleet came home fafe; but they were not to be juftified by accidental te fults, for which they could take no merit, while they were anfwerable to their country for havin negleéted to em loy every rational means for the feeurity 0 its commerce. He proteétion of Lord Howe's fuperior fleet, after they had per formed a certain part of their voyage, was too precarious to place much reliance on. Olt was to be confidered alfo, that they were expofed to every pollible danger in their pafl'age through the Atlantic, efpecially that part 0 it which borfired on the coafl of America, where the French were well known to be fuperior at fen. The lituation of Jamaica was alfo worthy of notice, which being then at a very reduced peace eflablilhmcnt, was under the neceflity of remaining expol'ed.
