The basic reading Skills which are developed during the first few years of school are clearly inadequate to meet present-day demands for more complex reading abilities. I A program of English which concentrates on the elimination of errors in usage and punctuation, without regard for radio and motion-picture messages and for accounts in daily papers, is as futile as King Canute's orders in the face of the tide. The teaching of reading and of English must aim to improve and foster communication and must make effective use of the varied means through which communication takes place.

Who is to be responsible if we are to have a language program in America commensurate with our opportunity and our neces sity? The National Council of Teachers of English has stoutly emphasized discussion of controversial questions, wide reading, introduction to international literature, teaching in terms of individual differences, and study of the nature Of language. Despite this effort, there is an overwhelming amount of teaching today which is far removed from the needs we have described, and which, by a false emphasis, is actually harmful. The follow ing suggestions are advanced by the writers as practical steps in carrying forward a program to improve language instruction.
