This large increase has been mainly for extending the water pipes to the lately annexed district of Manchester; for the permanent improvement of the Wharf, and for the erection of the Fire Alarm Telegraph - measures that were deemed indispensable to the welfare of the City. From the two first named it is presumed that the city will in time derive a hand some revenue.
