We have seen in the previous lecture that if the conclusions put forth by the "Central Association of Employers of Operative Engineers," in the "Representation" of their " Case," flow naturally from the classinterest of the employer,--so does the endeavour to keep up or to raise wages, on the part of the workingmen, flow as naturally from the class-interest of the employed. That the object of such endeavour agrees generally with the teachings of political economy, and with the general interests of the community. That the presumption of political economy is in favour of the expediency of such endeavour, in each particular case, and that the master-engineers in this instance have alleged nothing to rebut such presumption, whilst their avowed objects show that, on the basis of class-interest, resistance to their pretensions is justifiable and necessary. Finally, that the method adopted by the workingmen generally to effect their object, that of the tradesociety, is both allowed by law, and approved of by political economy; and that the particular trade-society under our consideration, the Amalgamated Society, affords by its constitution many checks against a mischievous abuse of its powers. Let us now proceed to consider the measures adopted by the working-engineers, through this lawful and scientific method of a trade-society, to effect the wholesome and scientific object of keeping up their condition. By a circular of the 24th of December, 1851, signed William Allan, General Secretary, and purporting to be addressed by "the members of the Amalgamated Society of Engineers, Machinists, &c., to their Employers," it was announced to "the employers in Lancashire and in London.... by pre-concert simultaneously,"...
