TfrE conduct of infant states is so much influenced by the individuals who regulate their measures, that at no period of the history of governments is it so important to become acquainted with the personal character of a minister, than immediately after a revolution. New institutions, in their theory however powerful, in their nature however beneficial, possess, for a considerable period after their adoption, but a nominal existence. They necessarily partake of an ex post facto nature, and exceptions to the general principles of the constitution are constantly occurring. But it is at such a crisis, when opposing interests are to be conciliated, when irritated passions are to be assuaged, when prejudice is to be overcome, and party to be neutralized, that the genius of a great minister B is made apparent. Many situations necessarily. occur, not contemplated in the volume of the Constitution, and in these his genius must be law, and his discretion authority: and yet while it may be necessary for him to do more than the Constitution permits, he must not openly defy its principles, or contravene its regulations. The difficulty of such a situation none can dispute, and in this difficulty shall we discover the cause of the quickly succeeding changes which occur in the adminis tration of an infant state.; The Minister, the recital of whose labors forms the chief part of the following pages, is at this moment directing the energies of a Country acknowledging the influence of a constitution, the meeting of whose first public congress was witnessed by the present year.
