In the 1990s, one of the main challenges facing the water resources profession is how to maximize the positive impacts and minimize the adverse impacts of water development projects. On the basis of past experiences from various parts of the world, it is clear that water projects can be better planned and managed to ensure more reliable water availability, control water pollution and flood damages, and, at the same time, make social and environmental impacts substantially beneficial to the people in the project areas.
