In 1987, Congress passed the Water Quality Act, establishing the National Storm Water Program, and gave EPA the responsibility for implementing a program to regulate the discharge of storm water (rainfall and snow melt) from industrial and construction sites under the National Pollution Discharge Elimination System (NPDES).
