It asks what happened to the dream of the 1960s for a multi-centred city-region. It argues that the need for a strategic plan is as urgent as it was in the 1960s. Hall focuses on the South East, a region surrounded by controversy, with congestion and overheating in some areas coupled with economic collapse and deprivation in others, and concludes with a vision of what it could become, with proper strategic guidance, by the start of the 21st century.
