This book is a pioneering excploration of the problems that Britain would confront if a general election produced a hung parliament. And that is far more likey than most people realise - if not at the next election, then at the election after next. The British Constitution is supposed to be based on precedent but, as this book shows, the guidance that precendents give offer no clear answer to the problems that have to be faced if there is no clear majority in Parliament. Whom should the Queen ask to form a government? Where may she seek advice as she tries to be a neutral umpire? What conditions can she impose on a potential Prime Minister? Should it be a minority government or a coalitition? Are there circumstances in which the Queen should refuse a request for a dissolution of parliament? All these questions and many more arise on a one-off basis if, by chance or through a mild increase in minor party strentgh, another hung parliament is elected as in February 1974. But, if proportional representation were to be adopted, they would become a permanent part of the British political scene: in that event it would be most unlikely for any general election to yield a clear majority: a dissolution would never produce a definite answer.
